Celine Liow 廖婉婷

Celine is a commercial litigation lawyer with expertise in construction and employment disputes.
Celine possesses extensive experience in a broad range of corporate and commercial disputes across all court levels, including international and domestic arbitrations. Celine is keenly attuned to the needs of her clients and has effectively and efficiently resolved various disputes through mediation and negotiated settlements. Her expertise also extends to non-contentious advisory services and agreement drafting for companies of all sizes.

Before joining Forte Law LLC, Celine honed her legal expertise at a renown international law firm handling complex, high-value, cross-border commercial litigation in the Singapore High Court, construction arbitrations under the SIAC and adjudications under the Building and Construction Security of Payment Act.

Celine is deeply committed to community service and dedicates her time to volunteering at legal clinics organised by the Association of Women for Action and Research. She also actively serves as a pro bono lawyer with the Criminal Legal Aid Scheme, advocating for those in need of legal assistance.

Celine graduated from the University of Birmingham and currently plays an active role in The Law Society of Singapore’s standing committees, contributing to the development and advancement of legal practice in Singapore.

Significant Matters

  • Represented a Korean conglomerate in a US$30 million construction arbitration against an international counterparty administered by SIAC;
  • Represented Royal Melbourne Institute of Technology in a contractual dispute against a local private education institution in the High Court (reported as Royal Melbourne Institute of Technology v Stansfield College Pte Ltd and another [2018] SGHC 232);
  • Represented a prominent religious leader in a contractual dispute in the High Court (reported as Lee Boon Teow v Shi Guojun alias Lai Meau Shin [2018] SGHC 110);
  • Represented an ex-employee of a French investment bank in an employment dispute involving the alleged breach of mutual trust and confidence between an employer and employee; and
  • Represented various construction companies in adjudications under the Building and Construction Security of Payment Act.​
